What factors determine the MTTH for the event where a ruler can choose to kick out a wrong-culture group of people?

I'm trying to convert Alexandria to English culture (to give me some nice conversion events overseas) by repeatedly giving away my capital to my next heir, but I just want to make sure that I have good odds of doing so- and knowing that, say, having my capital be a dirt-poor province near Alexandria isn't necessarily a better idea to up my chances.

Speed it up with Royal Prerogative, and being cruel, arbitrary, or suspicious.

Slow it down with Traditional Custom or Popular Law, and being merciful, just, or trusting. Also looks like you slow it down if you have the troops mobilized, the province is looted or is set to struggling.

On average it should take 300 months; if you have all of the speedy things going for you, it should take a little over 21 months. All the slow things are going to have you looking at about 3000 months (likely less, as I can't see you having your troops from that one province mobilized constantly for 250 years).
 
Ah, I see why I can't make it fire- I tend to give my rulers and children tend to "nice" character traits, not "mean" ones, so that keeps increasing the MTTH for this event for me. I need to train my ruler or future ruler to be a bastard, then put them in charge of Alexandria.


So which events give you merciful, just and trusting? Which ones take that away?

And which events give cruel, arbitrary and suspicious? And which ones take that away?
 
Muslim courtiers and the events you get if they're in office might bring you into conflict with the church (suspicious, but also a chance of nastier stuff), or if you comply, I think it's possible to get cruel.

Just you get a lot with FC and loyal vassals.
 
Best way to get the cruel trait is to have a tarnished BB rating. An event pops up saying a valued member of your court wants to leave. Sending the member to prison gives you the cruel trait. Also more BB
