Realm Stability Rule bug

Description​

Factions disbanding and forming non stop. It is cluttering the message window, making the rule useless to play with. After research, I found this bug exists since a while and was first mentioned February 2022.
I decided to make a new bug report, since my old one from early this year got archived. Please fix bugs before doing so.

Steps to reproduce​

Play as any Empire, with Realm Stability Rule set to Lesser Stability.
