South America is looking a bit crazy right now, there are provinces all over the place which belongs to Bolivia and Peru. I was wondering if there's any way I can get the provinces back to their original owners, without the use of war and selling/giving the province back?

Use the neville cheat. Open the cheat console with F12 then type in neville and press enter. Now the AI will accept any diplomatic deal you ask them for. Type neville again and press enter to disable the cheat. Then F12 and any button to exit the cheat console.
