Summary​

Rebels during black plague scale the wrong direction.

Description​

Playing as King with 9 counties in 1099 AD am getting 6k rebel stacks. The byzantine empire is getting ~60k rebel stacks in a Bulgarian Orthodox uprising. HRE is getting ~50k rebel stacks in a Dutch Catholic uprising. The rebel numbers should be decreasing during a great plague to reflect the dwindeling amount of people not sick and able to rebell not increase.

Steps to reproduce​

Start a great plague (problem may be apparent even with small plagues but this is easier to reproduce) and wait for the negative events to kick in lowering popular opinion in every county. The rebels should spawn pretty soon.

Here is another save state where the plague is just getting startet. The rebels should spawn pretty soon. Both in my realm and in the HRE / Byz / other realms

Thank you for the report. I was however unable to reproduce the issue, in the save you provided, it also mentioned that the mods are being used.
Please verify if the issue appears without mods. And if it does, are you using any special game rules ?

I was briefly using the mod "Young and Beautiful", but stopped using it 10 years after starting the game. The mod itself only impacted two cosmetic files.
Since it was a purely cosmetical mod I assumed it had nothing to do with the amount of rebels one would get because of low popularity. If it does further impact the game I will apologize for my lack of game knowledge.

The different game rules I had was -2 domain limit so the empires may be a bit weaker, although I cannot say how much it impacts the numbers of levies. As well as unlimited black death frequency with orcanic Black Death Circumstance. The black death Itself started roughly 50 years after game start, so did the test game I ran. Used the console to set the date to 1300 and let the black plague spawn normally in 1346

The game isn't running any mods. The rebel numbers seem to be less extreme although still on the higher side of things. The Seljuks have 4k men and 10k rebels. The byzantines have 3.5k men and 3 x 4-8k rebels. The HRE has 4k men and 10k rebels in the first wave of rebellions, only getting worse as the plague continues to decimate their troop counts. I don't know if this is a bug or balancing, since the AI seems to be loosing a lot more of these rebellions then it maybe should. The HRE and the Seljuks where a lot more stable this game then the last and only had roughly half the number of rebels as stated above spread out over 5-6 continuous back to back rebellions while the Byzantines still had 60k rebels spread out over 8-10 rebellions. All in all the HRE and Seljuks faced 3-6 times as many rebels as they had armies and the byzantines faced 10-15 times the amount of rebels they had armies. Savoy, a smaller nation during the last save, is facing 6.5k rebels with only 900 troops themselves, which is still a lot for the small amount of 0 dev land. the Maghreb with 1k are facing 5k rebels and africa, again 7k rebels vs 1k troops.
The amount of rebels spawning roughly equal the number above, albeit spread out over 5-8 different semi simultaious rebellions then 1 big one.

I will admit that I am no expert on that time period but a lot of peasent uprisings are succeding which may imply either a bug, a slight balancing problem or a feature depending on how it is intended. Playing a smaller nation, there is definetly no chance to win against such a rebellion.

These provinces are completly desolate development wise, which makes it a bit weird that 5 provinces can muster 6.5k non sick / infected rebels while the whole realm of 10 provinces can only muster 1k. Savoy beeing the example given.
