Rebels keeps appearing in same provience

I do not know if this is a "Working as intended" feature, but I keep getting 2501 rebels in Chelmo. The provience has been in lockdown from almost the start of the game, and they just keep appearing in same quantity. Hell I posted an army of 10k men there to have them slowly but surely die to wave after wave of rebels.

I would think the peasants at some point would just have all died out. I have tried having both my marshall and my "holy guy" stationed there working their behinds off. The actual provience is at 0% chance of rebelion.

So what am I missing, why do they keep appearing, and can I do something to stop it?

I would call it a bug, yes. I have experienced the issue as well and it lies in our internal forums.
