Rebels on Venice province despawn if you make the military action with council authority

Description​

I was playing Venice and had rebels controlling Venice and still Standing on it when i did the Military action to get 3k extra marines they spawned on venice and instantly freed the province and removed the 27k rebels

Steps to reproduce​

Have Rebels owning Venice and standing on it make the Venice specific military interaction thing possibly could work with the diplomatic interaction to

Hello there! Thank you for the report. Could you provide more information and if possible a way to reproduce the issue and a savefile? Is it possible that the rebels enforced their demands soon after using the government mechanic? If not, what type of rebels were occupying the province?
