Is there a way that a sovereign nation can recognize rebels that have seized a province? Or do they just have to take over the number required? I have seen revolts in countries, where it would benefit me a lot to recognize the rebels, so that I could give them monetary aid and what not.

There isn't any way unfortunately.

You can aid them by declaring war on the countrie they rebelling in. That way the country is too busy fighting you, and it increases the chance of rebllions happening.

This tactic is a bit overkill, but it works.
