Rulers who are held as captives do not seem to make it a very high priority to maintain the minimum balance necessary to pay their own ransoms. This is irrational behavior, and probably an oversight. They should be extremely adverse to any spending while they cannot afford their own ransom, or to any spending which would make them unable to afford it. I have had several captives with this issue - they are clearly not acting in their own clear and rational self-interest, and their traits imply that they have average AI rationality.
