Receiving Criminally Insane Prisoners w/o having DLC (Steam)

Title pretty much sums it up.
Started playing Prison Arch. through Steam with the new bug patch installed.
Created a new prison with the new "Sneezer" update and I've began to receive CI prisoners.
Since I don't have the DLC I can't create a "padded cell" for them/ they aren't suppose to be generated.
Help please.

I've experienced the same bug when I turned on the extra reputations mutator.
