I want to play around with different skill builds without training up new pilots. Is there a mod or tool or easy way to redistribute pilot skill points? Thanks.

It doesn't take very long to get the skills of your pilots to 10 in all categories, maybe this is why I haven't seen a respec mod.
I don't think there is... I believe the save file format has not yet been cracked. Nobody has made it a priority.
Personally, I filled the fully upgraded barracks (24 pilots) and simply waited for the training modules to max out. 12 different specializations are possible, so you can have two of each plus your commander.
