I was just wondering about the best application of refineries. What exactly do they do, and where is the best place to build them? I'm currently playing as Austria, and I was thinking of constructing a refinery or two, but I'm not sure which way is best to go about it. Also, how long does it take for them to pay back their considerable investment?
Thanks. As an aside, my settlers continue to only have about a 50% success rate, even when going into my level 3 colony in Manhattan. Is there any way that I can improve this, or are Austrians just sub-par colonizers?

If a conquistador is in a colony, the chance improves. Also, I think that the chance improves for each colony/tradepost you already have.

Austria was not mean to be a colonial nation.

I am not sure what a refinery is. You mean a brewery? Those give you money and stability in your province, as well as a boost to tradetech research. If you can afford a manufactury, get it. They're nice.
 
Manufactories unless u let them get destroyed quickly are very much worth their money. Most likely seeing ur Austria u ain't got any wine or sugar in any of ur provinces so u can pretty much put them anywhere just be xure not to put them in places where u can build other manufactories later (like iron)
