The refresh rate keeps reverting to 60hz every time I load or exit a scenario, despite the fact that I have Refresh Force set for a refresh rate of 160hz for 1024x768. Using the Cat 4.10s, desktop set to 1280x960x32. I have not noticed this problem with any other game so far, and this is the first time I noticed this with HOI (though its been a couple of months since a played it).
 
The game is optimized for 16Bit, but regarding your question, this like most games now is a directX based game. DirectX sets it's own refresh rates, so I am wondering if you have set overrides for the Dx refresh rates?

I assume Refresh Force is doing this . . . Maybe I am wrong? color depth has no affect either way. Setting the in game resolution to 800x600 fixes the problem for a little bit, but, after loading a couple of times, it switches to 60hz. Sometimes, It also appears to be switching reolutions (displaying at some wierd resolution such as 1280x768 rather than the selected 1024x768).
 
Something strange going on with your system.

Please run a DirectX Diagnostic:
Start menu –Run - then type Dxdiag, then select each tab across the top of the window, and run the tests on each tab. Then select “Save All Information” button in the lower right of the window. This will bring up a dialog box to allow you to select a name for the file where the information will be saved. You can save it right on the desktop as this will make it easy to find. Then copy the contents of that file from the start to the heading that says “DirectX components” then paste what you have copied into a post in this thread.
