I've seen a problem on the anachronistic way a nation can have a big war against a big enemy of a different culture, win war and annex a very large chunk of land, and then afterwards integrates the conquered culture, in at most 5.5 years according to wiki, and in no time is using the peoples just conquered as levies. This just seems wrong. Other than sounding wrong logically, it also hurts gameplay in a way that encourages meta (meta for blobbing hard) players AND BOTS ahistorically integrating the first 2 or 3 big cultures as they are expanding to keep up expanding and rollng others. I also think it hurts tall play when trying for more xenophobic and assimiliation heavy games, because any bot in the first decades can match you or beat you in levies if you are not hyper agressive early on and don't let that happen.
My proposal is that culture integration would be much more lengthy (as in several decades) and depend on each pop of the desired culture and on the following factors for each pop:
----- religion, as peoples of different faiths should have more difficulty and unwillingness being integrated and collaborating ;
----- wheater if it's in your culture group or not, as peoples of different cultures should have more difficulty and unwillingness being integrated and collaborating;
----- happiness, as happy prosperous peoples should integrate better with their rulers who bring said happiness and prosperity rather than if they weren't;
----- current relative size of culture in the world compared to your main culture in your realm.
Regarding the last factor, my logic is that it wouldn't make much sense if, for example, me as a non greek cultured nation got hold on some small number of macedonian pops and then integrated them quickly because there are so few of them, and then getting a lot of maccedonian pops. The macedonian culture at start date is quite large and tends to get even larger, and such a thing could be a small loopwhole on the core of this suggestion, as you could integrate them fairly quickly and then get hold of tons of free integrated pops. As such, there should also be a minimum time to integrate each culture that would depend just on the total size of the culture.
After integrating each pop in your realm, the culture would be deemed as integrated and you would be allowed their levies.
Aditionally, I would also suggest a negative modifier to not main culture levies sizes, such as a small 0.9, so that a carefully managed realm with planned assimilation would at 100% assimilation be better than just integrating the cultures that are yet to assimilate, which is much easier and simpler to do even with this idea.
As a side note, I've seen a lot of posts on rome being too strong, and this would be an indirect nerf to rome, as it couldn't just integrate macedonians and (cursed) punic pops and get easy infinite troops, or quick integrate etruscan for that early game boost.
This system does not rely on anything that is not already present, so requires no additional mechanics in the game, so it could be realistically be a feature in a future imperator patch whilst they keep their heavy machinery pointed at their more resource heavy plans for the future, and would present culture integration as a more realistic and impactful choice that you think through, rather than a click here button for double levies in less then 6 years.
