Description​

The game doesn't let me start a war.
But the game also says that the ruler is the consort queen of my previous emperor...

Steps to reproduce​

I had the consort queen as ruler, then I had a popup saying that the ruler (I didn't pay much attention to that message) died.
I checked the menu, and it said that the ruler was still my consort queen, so I thought I misread/didn't pay enough attention to popup.
When I wanted to start a war (like the same day... it was planned ^^') the game says "no" because the ruler is a council of regency...
