"Regency ending" notification doesn't appear with Leviathan DLC enabled.

Description​

According to 1.37 patchnotes "regency ending" notification should no longer appear with Leviathan DLC disabled. But it currently works the other way around and the notification only appears if Leviathan is disabled.

Steps to reproduce​

1. Start as Ashikaga, wait till February 1450.
2. Save and reload with and without Leviathan DLC.
