To progress the lesson you need to click on the small icon next to "Not sharing power", on your screenshot (top of the Succession tab).
The lesson is more clear when it happens when you are actually in a regency, because then there appears additional highlighted icon on main screen, next to player character potrait.
Please confirm that you can progress the lesson in a way I described, after your confirmation I will close the thread.
Admittedly, the lesson is currently not very clear and and I will report this issue to our internal bug database.
