Two questions on this:

What's the year that regency will end?

Will it be possible for a kingdom or whatnot to be split into civil war if a regent is unwilling to give up their hold when the time comes?

There are several good historical examples of regencies, particularly in Byzantine history, but also in European. Sometimes civil war would erupt due to a "faction" dominating the king or emperor too.

In CK, I expect Civil War to be something that may happen if you have several pretenders to a throne and vassals that are disloyal.

The thought of having to choose between a very able regent and a not so able but more loyal regent!

Argh!

"Yes, Robert, Duke of Albany, you can be regent. No, I don't care if you rob people on the highways in your spare time" ;)

That's all a road toll is.

Road tolls tend not to involve actual groups of highwaymen moving across the country and forcing people to give money to line the regent's pockets. This is a step up to banditry.
