Regent-Presumptive No Longer Able to Travel

Description​

So several weeks ago, I submitted a bug report about regents travelling with their lieges. Thankfully, it seems that the most recent patch fixed that. However, now it would appear that regent-presumptives are no longer able to travel at all, regardless of whether or not they would actually be appointed regent during the trip.

Steps to reproduce​

1. Plan activity
2. Your regent-presumptive will not appear on your guest list
