I never managed to understand the relation between heretic / heathen religion and province modifiers.

How is the wrong religion penalty for goods produced and tax calculated? Unrest is clear to me.

I think I had this province down to a 9% penalty for tax and goods produced, but now it´s back to a 19% penalty.

Is there a way to get it to 0% or almost 0%?

I´ve tried finding it in the wiki, but maybe I´m blind. If it´ s in there somewhere, someone could also just kindly point me in the right direction.

From the wiki:
Each point of negative tolerance gives:
+1.25 Local unrest
−10% Local tax modifier
−10% Local goods produced modifier
In your screenshot you have around -1.88 tolerance which leads to 1.88*1.25=2.35 unrest, 1.88 * -10% = -18.8% tax/goods produced (the displayed numbers are rounded, so the calculation doesn't match exactly)
