I found this in some of the .inc files like USA, GER, JAP etc., can someone explain what it really does?

Imperial Zenith has these entries.
Unfortunately, I've never played that mod. I'm mostly just a developer nowadays and so my knowledge will be limited based on what problems I've had to overcome in developing my own mod. Sorry I couldn't be of more help. Maybe you should ask the owner of Imperial Zenith.
 
What does this actually do?
A positive value increases manpower growth. A negative value decreases manpower growth.
It's used in medical techs, among other things.

To elaborate how it works:
- a country has a daily increase of manpower of 0,0056 with already researched medical techs giving 104% manpower growth (visible in Research -> Overview tab).
- a command of "type = relative_manpower value = 5" is applied. Thus 104% manpower growth modifier is increased to 109%.
- 0,0056 / 104 * 109 = 0,00586... A new value of daily increase of manpower. The game doesn't display anything past 4th number after the comma, so you would see 0,0058 on-screen.

- Alternatively, a command of ""type = relative_manpower value = 100" is applied. Thus 104% manpower growth modifier is increased to 204%.
- 0,0056 / 104 * 204 = 0,01098... That's the new value of daily manpower increase. Again, you'll only see 0,0109 on-screen.
