I just saw Rome release one-territory Vetulonia (not a starting tag, if I'm correct) from her own land as a feudatory during wartime. I have been looking to do that myself with starting tags like Tarentum, etc. after their territory had been absorbed by another nation and then conquered by me but I couldn't find anything in the diplomatic menu. The closest thing is the mercenary state creation in the territory menu but that's not what I am looking for.

I don't have the latest DLC but I don't think it contained any new option resembling that anyway.

Am I missing something or is it something only the AI can do?

Of the top of my head your options are:

  • Mercenary City from Innovations
  • Trading City (Coloniae) from Innovations
  • That one generic economics mission that lets you release a temple city as a vassal (target chosen randomly)
  • Ugly workaround where you sell all the other territories in the province to a different subject, release the province when it has only one territory, then annex the first subject
Realistically speaking the first two are probably your best bet.

You can release a province as a client state. Have you tried that from the administration tab? In the list of your provinces there's a small button that allows you to release a province as a subject.

I did some research but it looks like none of your suggestions completely fit this situation:
  • the nation is listed as “feudatory” in Rome's diplomacy menu, not “client state”, “mercenary state”, etc.
  • coloniae are only available through Heirs of Alexander
  • the territory doesn't have any temple as it should, according to the wiki, if it had been freed through the “temples of [...]” through “autonomous enclave” missions
It looks like the AI has some options I don't have. Maybe it can use the DLC while I can't?

I'll have to live with that, it seems.

Yes, I finally came upon that while searching the various menus, but what I am after is something much more micro, like freeing single-territory tags (I like to use the gremlin-rush as Syracuse), a bit like what's possible with an enemy's land through peace treaties.

I guess I'll wait until I have the DLC before looking too hard into it, it looks like a few diplomatic features could be included in it. That might also explain why I haven't been able to do anything with the “Tributary Concessions” invention so far?

Sorry mate, I haven't played 2.0.X without the DLC so I can't confirm them for you.
