As the U.S. I have conquered Russia and China however I can release neither of them why is that? During the war with Russia I had the opportunity to release Nat. China but once I annexed Russia that option disappeared.

I've had the option of releasing Russia, not the USSR as a puppet nation. Nationalist CHina can't be released as a puppet for whatever reason I've noticed except by event. Maybe you need to take over Tibet and Sinkiang as well as China has cores on those territories as well.
