I'm playing an 'on to Vladivostok!' game as the Germans, and I just annexed the USSR. Now I'm trying to figure out some way to get my partisan problems back under control, so I did a little experimentation with puppets.

And puppets seemed to make the TC drain on my provinces worse. I'm not sure if this is a CORE feature or a standard feature, but it is bothersome. It seems that when I release a puppet like the Transural Republic, the partisan activity goes up in the provinces I still hold enough to totally offset the drop in partisan activity I get from no longer worrying about those provinces. The only puppet that seems to make a slight improvement is Siberia.

Is this normal, and is it therefore impossible for the Germans to deal with partisan activity in Russia except by dropping a couple of Security divisions with attached police regiments in each province to keep the place under control?
 
Couldn't you just release everything?

Sure, if you don't mind losing the ICs that the areas produce.

Your dissent rises each time you liberate a nation, that is why partisan activity goes up in the provinces you still hold. Lower your dissent and all will be fine.

Thank you. That explains it.

I did not actually know that there was a correlation between partisan activity and dissent.
 
I wasn't aware that liberating nations increased dissent. It seems counterintuitive.

The dissent increase varies depending on how democratic your nation is- democracies get only a small dissent hit for releasing puppets, but totalitarian dictatorships like Nazi Germany get a lot.

My theory is that this reflects the administrative chaos created when you try to set up a new government, and the discontent of hardliners in your own country who want you to administer the conquered territory directly.
 
Okay. Makes sense. When playing as Germany, the only puppet I ever release is Croatia via the event. I've always felt that I can manage the use of ICs much better than any puppet can. And with all those nice SS recruitment events lowering dissent in various occupied areas, I don't really worry too much about restless natives. ;)
