I’m no longer on eu but this should be regarded as a bug and not a suggestion. It’s probably better to post it in the bug forum for the team to see and prioritize it. 
As often as it’s repeated this isn’t and hasn’t ever been true. There has not been a single patch to this game that didn’t update later start dates. Any reported history bugs also get fixed (in general true of script bugs in fact) from patch to patch.
We don’t really balance the game around the later starts however and very few people play them (indeed bug reports related to them are extremely rare).
