I've looked through the FAQ, unsuccessfully, and regret posting this question because I'm sure it's been asked before. Is there a way to see how long it's been since peace was declared with another country? I want to wait the requisite five years so as to avoid the stability penalties, but can't find any screen which gives the information. I would be very much obliged for assistance.

I agree it should be possible to see how long it was since you made peace with other countries.
However, before you declare war, you get a message warning you if it wasn't five years since you made peace and will get -5 stability penalty if you proceed.
 
When you click on the 'Declare War' option a confirmation box pops up which tells you the stability penalties that you will incur if you declare war, including the -5 penalty for declaring war less than 5 years after making peace. So you can just choose to cancel the order.
 
Thanks to all for the responses. I infer that the requisite time had passed because I didn't see the penalty message. It *would* be nice if a 'Peace Treaty in effect' graphic were implemented, wouldn't it? Well, hell, I guess it would also be nice to us geeks if a 'Naked Women of Baywatch dancing across the message window' graphic were implemented. Sigh.
