Is there any information so far on how republics are going to be handled in this game, like will they be handled differently from how they were in EU3 or more or less the same? The fact that everything is more character driven leads me to believe that some changes to republics will be made, can any devs shed light on this?

republics are affected by monarch power, even though they dont have a monarchy

It makes sense, considering that many elected rulers reigned for life. Not to mention the fact that many republics were de-facto ruled by competing noble and merchant families who used the elections simply to extend their own power.
