It could also be helpful if a time/distance penalty would be applied to the path the toll both is on; this could serve a number of purposes. Firstly, it could somewhat help to simulate the negatives associated with toll-roads more than only a global happiness stat reduction would, choosing a well-calibrated toll penalty would mean that some cims would path off of the toll road to avoid the distance penalty, while others cims might still use the toll-road if it still offers the best route even after the penalty is applied (similar to how some real drivers will avoid toll roads to avoid the cost, while others may still take them if it is the best route). Secondly, the same penalty mechanic could be used to help in traffic design/control. Tired of cims all trying to turn on a small road when you have built a larger avenue a block further down the road? Add a large penalty to the small road to convince most cims that their primary choice isn't as good as that larger avenue.
