Right now if the papacy is destroyed, you can only recreate it if you are the most powerful catholic ruler (from the religion screen).
There are two problems with this:
1. It costs money but does nothing else immediately.
2. Probably because it only costs money (a measly 155 gold for the Kaiser) the AI just doesn't do it. 25 years have passed now.
So here's my solution:
1. It should at least give a large piety bonus (like +500 or +1000), give a large opinion bonus with the new pope (at least +30), and if it does these things it should also be more expensive (maybe 300-500 gold, maybe depending on how large the religion is right now?).
2. If there isn't, the decision should have some Ai logic scripted in. so the AI does it. Maybe have a variable checking if the most powerful catholic is cynical, and if he is make him less likely to do it, and have it cause some stress if he does it.
P.S.I'm guessing the same logic applies to the Coptic papacy and maybe other religious rulers, not sure how hard-coded these papacies are.
