We have fuel already in game, synthesised from water so probably H2 is the fuel here. H2 can also be used to power gas turbines sets which produce electricity. Lets say this consumes 2 to 3 fuel per sol and requires 2 to 3 machine parts to maintain. I think they make a very good decentralised power grid.

PS: I posted this in suggestions, but i thought putting it here might catch some modders eye :)
 
Hmm the most feasible way to have rocket fuel on mars seeing as they're using water is that they're producing liquid oxygen and liquid hydrogen. When both of them combine you get a violent reaction. A lot of rockets these days use liquid o2/h2 as the byproduct of the chemical reaction is h20 which has a chemical impact of nothing on the environment at least here on earth.

You are correct, the liquid hydrogen is kept in a cryogenic state, but if it is converted to a gaseous form it can be used to run gas turbines. One more point here is IRL rockets lower stages have more stable fueks such as UDMH, or Kerosene the LOX/HOX combo is more used for upper stages.
