For the start easy (i hope) suggestion: citizen living area "specialization": ECO, hippy, national low and high density regions. There is already a lot of models, so living region "specialization" is looks like pretty easy to make (preset of models).

Main guestion about industrial specialization: it is possbile to make a production chain ( oil->fuel, meet->food, ore->metals->tools ) ?
for example farm area produces meet or grains, so new industrial specialization must use meet or grain to produce food or something else.
