So I was thinking about the martial ethic governments and the traits of governors. Specifically the "Army Veteran" and "Retired Fleet Officer" traits. In a Military Junta or Dictatorship the election pool is drawn from Admirals and Generals, is it possible to mod it to include governors who have these traits?
