Description​

For this university to be built, the Major of Montlhéry needs to be at least to be at Duke level which is odd, since as the Capital of France, this domain will never ever have a Major on Dukelevel. Other Universies don't have those requirements like Prague or Vienna. As a work around i just took the city, built the university and installed a new major, but this was kind of pointless.
