I got a quick question

Research Modifier -4.0% Does that decrease the time of research by 4% or increase the time by 4%

Or rather when you see Research Modifier +15% is that a good thing?

Most of the tech bonuses are of the
0.3 - 2
percent rise
Most of the minuses are of the
2-7
percent decrease
and are mainly located at the Industrial Field of research.
 
In some techs there is: "Research Modifier 0.7%" without + or -. What happens then?

Even that you don't see the decimal point, the game take it into account and shows you the rounded speed. For example a speed of 107,7 will be shown in the game as 108 and a speed of 107,3 will be shown as 107.
 
0.7 is positive , -.07 is negative lol. I dont think there are any techs that show a + than a #. Its either 0.7 or -0.7.

0.7 = Good =) , -0.7 = Bad =(
 
another question. i cannot built air and naval bases. im a bit confused...

you cant build them directly from the production screen,but you can if you click on the province and then on the airbase or port icon on the details sheet.
 
Ok, so the tech "MBT High Speed Cannon" does notjing and is completely useless, or it is a bug? (see image link in my post above)

This tech IS NOT A BUG. You can research it, and the game will run normally. It's a techno like "47-88mm cannons" and allows you to build better tanks ( earlier "MBT", who means " Main Battle Tank").

There is usally accepted that when you write a number without a sign preceding it, it's a positive number:). So, it's not necessary to put the"+" symbol.

It might be advisable to use one system in a future patch. either all positive values are preceded by a '+' or none are. What we have is a half and half situation at the moment which is confusing for some people.

My preference is for values that improve to be in green and values that make things worse to be in red.

Anyway can you please tell us wich tech has not the "+" symbol?
