Playing with Portugal in this Mod I noted that Portugal is producing very few energy, rare materials, oil and metal (none of them are enough to feed Portugal necessities, or even to trade) . In fact, Portugal had to trade lot to get his commerce balanced. But in the map, especially in the colonies, there are resources missing:
- The Companhia Mineira do Lobito, founded in 1957, explored some good metal mines in South Angola - I think the provinces of Vila Pereira d'Eça or Moçâmedes should get some metal.
- Cabinda started a real exploration of its oil depots in 1968 - There should be an event to give some oil to the province (in 1973, oil exploration represented 30% of Angola's income).
- The South of Moçambique, in the provinces of Lourenço Marques and Inhambane, saw an intensification of the exploration of its metal and coal mines, in the decades of 50, 60 and 70. These mines were important to Portugal and the production of these resources brought a fast improvement of the infrastructure level, especially the railways
- Cabora Bassa built in the province of Tete, in the Zambeze river, is a gigantic dam which construction started in 1969 and finished in 1974 and is still the 5th larger dam in the world. It produced 2x the electricity produced in Portugal.
I think that an event that gives Portugal the option to construct (+40/50 energy produced in Tete -but it must be expensive, of course) or not to construct the dam should fit.
