Restorationist separatism

After empire's fall there should exist separatist movements, which want to restore independence with same flag, principles & civics before the fall, claims on systems. Support of this movement should be an operation, galactic community could demand restoring independence of it. If it was integrated vassal but unloyal, it could rise up too.

- If the mother empire exists, they want to re-join it.
-> Sneaky solution might be to vassalize the mother empire and let them re-join.

- If the mother empire is gone, they're weaker, and they want independence -- especially of the former capital.
-> Sneaky solution might be to let the capital go as a Protectorate.
