All of a sudden, I can no longer go to the rocket menu at the bottom. It's greyed out. The title says "Resupply disabled" and the text says "All resupply missions are suspended". I think it started when there was an incoming meteor storm. But that has now passed and I can't get a resupply. Is this a bug? Any way to get it going again? I have 5,400M funding, so it shouldn't be a funding issue. Did I somehow hit a checkbox that disables it or something?

No its not a bug, you got a crisis event through one of the mystery event. You have to wait it out before you're able to reply.
If you're at 5.400M funding, consider buying some outsourcing to speed up your research.
That turned out to be the case. I had some kind of alien invasion. I apparently didn't read the details of the event close enough. It was a bad time as I ran out of electronics and my electronics factory failed (requiring electronics to repair, oops).
I have been doing that. I was just illustrating that money likely wasn't the issue.
