What is the command to reduce retooling time in events?

In the minister modifier file, it's retooling_time_mod, but that didn't work.

Also, if you could please type out the whole command, I would be gratefull. Not very competent yet in what's needed to make a command work :p

Thinking reducing or increasing retooling time as a percentage, not in actual days. So 0.05 would increase it by 5%, while -0.10 would decrease the time needed by 10%. Makes sense?
