I annexed the Soviet Union, anticipating that my TC would improve with the annex. Didn't work out.
My partisan activity (affecting TC) after annex jumped to 1400. So, I liberated Siberia. That caused my partisan activity to jump up again. So, I liberated all of Asia. The bottom line is that the revolt risk jumped in all other non-home provinces, absorbing the difference from liberated provinces. I guess they were jelous. After liberating everything but Russia, my revolt risk was 80 to 100% everywhere, and my TC stayed the same.
Where is the event controlling this and how do I change it? After annexing Soviet Union, I feel revolt risk should be ~30% for the first 5 months, then go down. The partisan activity affecting TC should by only a few hundred, not 1400. How do I stop the program from transferring the revolt risk and TC penalty after liberation?
