One of the cheat events will trigger an immediate revolt in one random province. You could edit this into the monarch file to cause it to happen at a set date: you could also edit in waves of obscurantism to increase the general risk in a given year. You cannot inbtroduce anything on the scale of the Dutch rebellion, unless you're willing to edit in 250 wave-of-obscurantism events spread over 50 years.
