I have began work on a mod dealing with the organization of the Duchies of Ireland. I am redefining a Duchy as any collection of countries of three to 5. So as of now Ireland has only three Duchies. I am trying to create Dublin as its own Duchy. I am trying to create a Arch or Grand Duchy that consists only the Capital. The Grand Duchy is required to form a Kingdom with the collection of the other Duchy. My problem is I can't find how to create a new Duchy is it possible or do I have to use one of the current ones that is already in the game. Also the Title Grand Duke is there a way to create that.
Once I have Ireland "fixed" I will be able to reform the whole Duchy system. Thank you for any assistance.
