Rite doesn't keep HoF when holding a holy site

Description​

I launched the game in debug mode to get the piety, but I had no mods enabled. When creating a new faith with the Rite tenet, you only keep the head of faith when you don't hold a holy site.

Steps to reproduce​

As an example: start as the king of Galicia in 1066, create a new faith with piety from debug mode, and change nothing except for replacing a tenet with Rite to keep the pope as the head of faith. You will keep ecumenism, but not the pope.

I think it's because the requirement to create HoF was changed from two to one
