Road bug in Cities Skylines: Skyscrapers DLC

Expected Result​

When placing roads beside the skyscrapers (included in Content Creator Pack: Skyscrapers DLC) the roads and pedestrians should NOT raised for no reason

Actual Result​

For some skyscrapers placing roads beside it raises the road/pedestrians for no reason

Steps to reproduce​

Place a straight road in a flat map, then place all the skyscrapers included in the DLC, then put roads around each skyscraper, placing roads beside some skyscraper will have a weird behavior of raising itself for unknown reason.

Description​

I'm not sure if this has already been reported, but I've been experiencing weird road behavior with Content Creator Pack: Skyscrapers DLC. For some reason after you plop some of the skyscrapers and place/upgrade roads around them the road raises itself for unknown reason.

There are the buildings that experience this weird behaviour
- Island Park Tower
- Marshalltown Tower
- Large Bank Building
- One Cheerful Plaza
- One Montgomery
- Turm am Park
- Tower 41
- Hinode Headquarters
- Banqiao Tower
- Six Rivers Centre
- National Trade Centre

It also happened to one of OVERCHARGED EGG's video (see timestamp 40:40).

Here is the savefile that you can use to replicate the issue (I can't seem to attach it in the main thread, it keeps saying "A server error occurred"). This is with --noWorkshop and --disableMods.
