Road issue - change/upgrade two way into one way road impossible

For me it is a kind of issue that we can't change two way road into one way road and vice versa. It should be possible to change by road upgrade.
Can be this fixed by mod or is it task for CO and game's developers?

The game places "intersections" whenever two roads meet. In this case, you have 3 roads meeting. There are no traffic lights though - only yield signs. The traffic should flow through it pretty smoothly.
