It looks like you don't have the proper portraits.gfx file. Do you see unique clothing for the Kingsguard, the Night's Watch, and Maesters?
Do you happen to have the portrait realignment mod activated? I ran that and agot simultaneously and the Baratheons were blonde and Lannisters black hairedNot having both on solved the problem for me.
Oh shit, I do! I installed it because vanilla Russian faces make me gag, but I'll be able to live without it. TWoIaF says that that the Ibbenese are supposed to essentially be Neanderthals, so I suppose it's not a problem if they're ugly.
