Romania fighting the Allies on its own

I've seen this happen in several games but haven't been able to track the cause yet. Is it because Romania joins the Axis and then leaves at some point? It's pretty strange, and it happened in too many games already.

Strange, I have. And twice it was virtually identical (Romania as an Axis country helped invade Yugoslavia, took Belgrade and another province and kept them after YUG was annexed, and some time after that, they leave the Axis, and continue to be in a war against the Allies, but not the Comintern). This also has a nasty sideffect of Germany leaving huge amounts of troops near the Romanian border afterwards, troops which don't do anything.
