Description​

One of the two "Rotten Boroughs" events can be triggered when the higher-development province without a seat in Parliament is in a territory. Thus, the second option can cause a seat to be assigned to a territorial core.

Just noting that as of today's date, this issue doesn't seem to be resolved. In the campaign in question, all provinces which exist in stated areas have been assigned Parliament seats, which should mean that the Rotten Boroughs events simply can't occur. Nevertheless, the event occurred. For testing's sake, I selected the response to reassign the seat, which resulted in a Trade Company province being given a Parliament seat (normally impossible).

Given that this seems like an easy fix (and a previous poster even outlined to the development team the specific location of the issue), I'm a bit baffled that nearly a year has passed since the issue was originally reported and it hasn't been fixed. I realize "Project Caesar which is definitely not EU5" is the focal point of the developers at this point, but if you guys aren't going to patch bugs that remain in EU4 (in nearly a year, for a simple issue, I want to remind you)... why lie and say you've added it to a database or whatever? Why not just be honest and say "We're done with development on EU4, but please feel free to self-patch the problem via a mod"?
