RTX 3050TI i7-12700H - 20-40FPS 720P low

Hi,

Hope somebody can help me with the terrible performance of Victoria 3 on my machine.
No matter what I do I cannot get past 40 fps in 3d map view. I have started playing Victoria 3 at 4k but it was less then ideal so I gradualy lowered the settings.
Unfortunetly the performance didn't improve at all !!!
I do also own steam deck and checked the game on it. It was smooth like butter. I didnt not check the fps but there was no visible stutter.
After that test i decided to drop the settings on my laptop to lowest possible. I'm sitting at 720p lowest setting and I have the exact same frame rate as with high resolution max setting. It's 20-40fps that would even be menagable if not for constant stutter.

RTX 3050Ti
Intel i7-12700H
1TB PCIE SSD

Some info:
All drivers up to date
WIndows up to date
Tested with and without mods
Tested main branch and 1.2 beta.
Laptop in performance mode
With higher setting the fans spin loudly so the laptops run harder but GPU doesn't hit 50% and cpu is nowhere its limits.
Game runs much better on steamdeck
No problems with other games
The fps tested is in early game
When map is zoomed all way out i get 50-60 fps in 720p low

Any idea what is happening here ???

As you say, frame rate is not a very useful performance measure for a non-action game like this once you get over 20 or so. But if you get visible jerkiness that's a problem, of course.


Right click on victoria.exe , properties, compatibility. Tick "disable fullScreen optimisations" untick every other box in that dialog, Apply and exit.

Then in the launcher Game Settings menu, select fullScreen display mode, Vsync off, cap refresh rate at 60.

Does this happen right at the start of a new campaign or a new play session? Or only after playing for a period?

Please report the temperatures of your CPU and video (GPU)
1/ before starting the game up and
2/ after say 10 minutes' play.
If your PC's vendor has given you no way of reading temperatures, install
SPEEDFAN http://www.almico.com/sfdownload.php

I have installed CPU-Z to check the exact core speeds and found exactly where lies the problem.
When loading the game the cores reach 3-4GHz but when i play the game during saving it's at 0,8-1,2GHz during just running the game it goes back to as low as 0,6Ghz.



The problem persists throught the game. I have played for few hours last time. I didn't check the clock speeds as I have mentioned above but the framerate went from 20-40 to 20 maximum in mid game.

In 10min test the temps didn't go above 50 degrees C.

Okay, but did it help the jerkiness you mentioned?
