restarted pc now save is gone with glitchy invisible pointer

im using the v2 launcher not on steam and installed on D drive. Most of the dlcs are gone

i tried all kinds of things. still stuck with a steam launcher that launches me in the game with a useless invisible glitchy pointer
Or i can use the paradox launcher and have hardly any dlc
