run time error at creating world

It starts to load then when it gets to creating world it gives a run time error and says see techinal support.
Grahpic card is NVIDA GEforce6100 nforce 405, I updated today with most current.

I have vista

I added patch 1.03 also

First uninstall the game, and then manually delete the game directory - this is important. Reinstall Rome - if you use Vista, it's best to choose a new directory like c:\games\eu3 instead of the suggested path. Then apply the 3.1 patch.

If the problem still happens, please post your new settings.txt and logs/system.log files.
