Actually, if the Soviets DOW the Germans, they get several disadvantages:

1) CG demand is fixed at around 50% (compared to 10% if Germans DOW them instead)

2) They get the usual 10% dissent hit (maybe no biggie, but still a bad thing)

Also, if the Soviets DOW in 1939 (during the phase when Germany usually takes France), the also get:

3) Piss-poor tech

This exact thing actually happened in the just finished DEG8. Soviets DOWed Germany (me) in late 1939, rolling through the basically undefended parts of Poland and eastern Germany with 100+ divs. I strat redeploy around 15 mech-A, and totally kick their butts (31 divisions captured, about 12 of which were armored). After stabilizing both fronts, it takes me and Italy about 6 more months to finish off the French (human played), after that it was just a cake walk.

As long as the Germans either finish off France quickly (I admit I did not exactly do this in the above mentioned game...) or keep some sort of sizeable force in the east (which I actually did not do either....) then a Soviet DOW should not be a problem for the Germans.
 
CG = consumer goods (the part of your IC that is "wasted" making various stuff for your citizens). Normally, Democratic governments (besides the USA) have 40% CG demand in peace, and half (20%) at war. Fascist nations have 30% in peace and again half (15%) at war. Russians have a system similar to the USA, where CG demand is lowered over time.

Piss-poor tech: Since the Soviets start out with around 65% CG demands in 1936 (while the Germans are at half of this), they will continueously be spending less IC on research compared to the Germans until sometime after 1939. Also, the Germans start with better tech and also recieve quite a few of the very expensive doctrines via events, something that the Russians do not.

Dissent lowers the effectiveness of your troops. From what I have understood, each 1% of dissent decreases your efficiency by 1%, so having 10% dissent would give you -10% efficiency during combat.
 
USSR get 10% dissent for every Dow. For Germany, it's 2 for Fascist countries, 1 for democratic countries and 0 for communists.
It varies with different nations (and ministers), but you'll quickly see a pattern.

And oh, dow'ing with democracies is 40%.
